Original Iconvex Telecom library code is licensed under GNU Lesser General
Public License, version 2.1 or (at your option) any later version, matching GNU
libiconv's libraries. See LICENSE.

GSM 03.38 mapping data is generated from the Android Open Source Project
GsmAlphabet.java implementation, licensed under Apache License 2.0, and checked
against 3GPP TS 23.038 Release 19 / ETSI TS 123 038 V19.0.0.

Apache-licensed material retains Apache License 2.0; see
LICENSE.APACHE-2.0. It does not change license of original Iconvex
implementation.

The test fixture test/fixtures/gsm-03.38-2009.ucm is from the Unicode ICU
project and is distributed under the Unicode License V3 in LICENSE.UNICODE.

Unicode 17.0.0 EmojiSources.txt is distributed under the Unicode License V3.
The packaged file is used as immutable mapping evidence for the source-qualified
DoCoMo, KDDI, and SoftBank Shift-JIS carrier overlays.

The Murray 1905 and Hausmann 1915 profiles are independently written from
historical publications identified as public domain in their packaged source
metadata. Their normalized factual transcription and policy metadata are
included; no historical scan is included in the Hex artifact.

The U.S. Army Tap Code profile uses an original normalized transcription of the
fixed Prisoner of War matrix in GTA 31-70-001. U.S. government primary and
independent Naval History references, public-release status, exact artifact
digests, and excluded variants are recorded in
priv/sources/us-army-tap-code/SOURCE_METADATA.md. Referenced PDFs are not
redistributed.

Repository-only telecom research evidence

The development tree retains standards PDFs, historical scans, derived
renderings and text extractions, and two web-page captures under tmp/. Their
exact digests, source relationships, ownership, and retrieval URLs are recorded
in SOURCE_PROVENANCE.md. International Telecommunication Union standards and
historical material remain owned and published by the International
Telecommunication Union. No redistribution license is inferred from public
availability or local transformation.

All tmp/ research evidence is repository-only and excluded from the Hex
package. No upstream artifact is relicensed under Iconvex Telecom's LGPL
license.

IBM Six-Bit Transcode source boundary
-------------------------------------

The package includes original normalized factual CSV transcriptions and source
metadata for IBM publications GA27-3005-3 and GA27-3004-2. The copyrighted IBM
manual PDFs are not distributed, and public availability is not treated as a
redistribution grant. See priv/sources/ibm-six-bit-transcode/SOURCE_METADATA.md.

ARIB STD-B24 source boundary
----------------------------

The package includes an original normalized factual transcription of the 394
defined row-90 through row-94 values in ARIB STD-B24 v6.4-E1 Table 7-19 and
source metadata identifying the official standard. The copyrighted ARIB PDF is
not distributed, and public availability is not treated as a redistribution
