What problem this solves
TURN and WebRTC stacks use DTLS over UDP for encrypted datagram channels.
This module is a thin Transport adapter: it delegates to Transport.TLS with
protocol: :dtls, reports :datagram framing, and reuses TLS certificate and
cipher defaults.
