Socket pipeline for stream transports (TCP, TLS-over-TCP).

What problem this solves

TCP delivers a byte stream, not discrete datagrams. This pipeline wires the STUN/TURN accumulator (with required ChannelData padding) to the handler that routes control and media for each complete frame.
