Supervisor for the relay plugin subsystem.

What problem this solves

Plugin configuration, allocation lifecycle hooks, and passive plugin processes must restart independently from relay workers. This supervisor boots Plugin.Manager and Plugin.InstanceSupervisor under :one_for_one.

Internal: started from the application tree. Operators enable plugins via :plugins application env read by Plugin.Manager.
