Offline, verified migration from the filesystem Rust engine to libSQL.

The source is never deleted. Import happens in .libsql-migration/metrics.db; activation is an explicit, same-filesystem rename which retains the prior administrative database as metrics.db.pre-libsql and leaves rust_engine/ untouched for rollback.
