Allowlisted Datastar event dispatch plug.

Configure it with the modules that are allowed to receive events:

post "/ds/:module/:event", StarView.Plug.Dispatch,
  modules: [MyAppWeb.CounterEvents]

Handler modules must export handle_event(conn, event, signals).
