Organizational DSL for reusable, scoped Spectre behavior.

Skills use the same flow, policy, prompt, and handler declarations as an Agent. They inherit runtime infrastructure from the Agent that mounts them; they do not create sessions, execute tools directly, or introduce workflow semantics.
