Trusted host composer for governed Definition Candidates.

Composition re-reads the observed parent Definition, validates the exact Activation evidence, applies a closed ChangeSet through a compiled handler registry, seals a child Manifest, publishes it durably, emits structural gate receipts, and finally publishes only a Candidate.Ref.
