Ecto schema for the side table queries match tags against; the queries
themselves are built in Sourced.EventStore.Postgres.Event.
Never written from here — a trigger keeps it in step with the tags column of
Sourced.EventStore.Postgres.Event. See Sourced.EventStore.Postgres.Migrations
for why the tags an event carries are stored in both places.
