SSR clock correction.

transmitted_epoch_j2000_s and has_nav_message are as in Sidereon.GNSS.SSR.OrbitCorrection. The correction adds to the satellite clock, as RTCM SSR, IGS SSR and RTKLIB satpos_ssr define it.
