One SBAS log block with decoded message metadata.

declared_message_type is the message type the record's own field states (the EMS message-type field, or the fourth header field of an RTKLIB record), nil for an eight-field comma line, which carries none. pad_bits holds the six bits completing the last byte of the block, as read.
