Non-fatal QC note.

kind is one of:

  • "non_monotonic_epoch" - the observation epoch at epoch_index is a duplicate of, or earlier than, the one before it.
  • "interval_unresolved" - no epoch interval could be resolved.
  • "event_header_records_unread" - an event's header records did not read, so every epoch was taken with the file header. A product read from text always reads, so a product this binding parsed never carries this note.

epoch_index is nil for every kind but "non_monotonic_epoch".
