Semantic or explicitly decorative separation between caller-owned regions.

Semantic mode renders a native hr. Decorative mode renders a nonsemantic element hidden from accessibility APIs. Orientation controls presentation; applications remain responsible for choosing whether a boundary carries document meaning.
