Supervises the ETS table ownership processes.
Uses :rest_for_one strategy: if Heir crashes, TableOwner restarts too
(tables are lost — catastrophic case). If TableOwner crashes alone, Heir
stays up to preserve tables via the ETS heir mechanism.
