PtcRunner.Kernel.InspectOnlyRepl (PtcRunner v0.15.0)

Compile-and-inspect REPL preparation without providers or credentials.

Acquires a package and compiles only the selected workflow or mission bundle. A project caller may supply the non-secret installed limits already decoded from its host document when present. This path does not call PtcRunner.Kernel.RunCoordinator.prepare/2, start providers, resolve credentials, grant workflow input, or install capabilities.
