View SourceInit-time option parsing and state seeding for the QUIC connection state machine.
Pure helpers called once from nquic_conn_statem:init/1 to derive
loss state, GSO size, qlog attachment, the active-connection-id-limit
bump, and the pacer option map from the user-supplied options map.

Role-generic (client or server). Pure: performs no side effects (no
dispatch registration, no metrics, no monitors beyond the owner monitor
the caller asks for via the owner opt). Shared by
nquic_conn_statem:init/1 and the library-mode server handshake entry
nquic_lib:server_accept_init/1, so both seed identical state.
Generates a fresh SCID when one is not supplied; the caller registers
SCID -> owning pid in the dispatch table.
