Normandy.Guardrails.ViolationError exception (normandy v2.2.0)

Exception raised when an input or output guardrail rejects an agent's input or answer.

Modeled on Normandy.Schema.ValidationError so callers that already handle validation errors can rescue the two uniformly if desired.
