Amazon Polly Text-to-Speech provider.

Implements HipcallTts.Provider by calling Polly's SynthesizeSpeech endpoint and signing requests with AWS Signature Version 4 (SigV4).

Streaming is not supported in this MVP (capabilities().streaming == false).
