ElevenLabs Text-to-Speech provider.

Implements HipcallTts.Provider using the ElevenLabs Text-to-Speech API.

Note: ElevenLabs supports streaming, but stream/1 is not implemented yet in this package, so capabilities().streaming is currently false.
