Generates relups for mix castle.relup and Forecastle.generate_relup/1.
The module resolves baselines, classifies each transition, invokes :systools
for hot transitions, rejects conflicting baselines, reports restart edges and
publishes the finished relup atomically. See Mix.Tasks.Castle.Relup for the
auto, hot and restart strategies.
