Bounded standalone UDP endpoint with persistent connection routing.

A server owns one shared socket; connections only borrow its send capability. Reception has one outstanding credit and is rearmed after synchronous routing. Current paths remain bound to the original peer address; migration is not yet exposed. This internal endpoint is not an independent interoperability claim.
