New job args contain the durable delivery_id and its owning tenant_id.
Legacy jobs containing only delivery_id recover that scope from the referenced
delivery row before invoking the tenant-scoped lifecycle mutation. Deferred scheduling
facts stay on the delivery row, and actual send execution remains owned by
Chimeway.Dispatch.ObanWorker.
