Parse an APRS status report, with or without its > data type indicator.

A leading DDHHMM timestamp, a four- or six-character Maidenhead locator with its symbol, and a trailing ^ beam heading and ERP are each decoded when present, and are absent from the returned map when they are not. What is left is :status_text.
