Parse a Mic-E information field against its destination callsign.

The destination carries the latitude, the message bits, the longitude offset and the hemispheres, so it is required; a nil destination gives a map with data_type: :mic_e_error. The information field supplies the longitude, speed, course and symbol, and the comment supplies the altitude, the device identifier, a DAO extension and base-91 telemetry.
