Configuration options for an Amp CLI session.
governed_authority selects authority-materialized launch. In that mode,
command, cwd, env, credential lease, target, command reference, and
redaction reference must come from the authority; standalone env, settings,
permissions, MCP, OAuth, and execution-surface overrides are rejected.
