AgentEngine (agent_engine v0.2.0)

Minimal host-facing agent runtime.

AgentEngine intentionally exposes only the narrow surfaces needed by host applications:

• AgentEngine.Agent — load agent config and instruction entries
• AgentEngine.Session — functional session state container
• AgentEngine.PhaseGates — phased system cue generation
• AgentEngine.BudgetHints — budget-awareness cue generation
• AgentEngine.TrendHints — response-quality trend cue generation
• AgentEngine.Collaboration — shared state for multi-agent work
